Incomplete copy of the texts of a royal decree of Jan. 31, 1855 and a royal order of June 30, 1855, concerning approval and payment of requests for expenditures not previously included in the government budget. The royal decree, handed down by the Queen, addresses the difficulties created by frequent requests for special approval of unbudgeted government expenditures. Although the decree forbids all unbudgeted expenditures, in cases where they are absolutely necessary, and without which the public welfare might otherwise be jeopardized, a full report must be submitted to the Crown for approval. Only then may the Junta Directiva de Hacienda authorize expenditures, to be confirmed by the Superintendent. Furthermore, accountants and treasurers who pay expenses without twice verifying prior arrangements will be terminated. Even having verified approval of unbudgeted expenditures, accountants and treasurers must file a report with the Crown. The decree was originally signed by the Queen in Madrid on Jan. 31, 1855, and forwarded by Ministro de Estado Claudio Anton Luzuriage to the Superintendent of the Treasury in the Philippines. Also included are acknowledgments from the Philippine governor, Manuel Crespo, dated May 26, 1855 in Malacañang Palace, and from various government offices, dated June 5-14, 1855. The incomplete text of the royal order of June 30, 1855 contains eight articles regulating the initial preparation of budgets, providing for such contingencies as repairs to state buildings, cleaning of state buildings and barracks, and furniture repair, and the submission of detailed reports for special approval of unbudgeted expenses.
