This paper discusses the composition and volatility of financial flows into Latin American and Caribbean countries. It also examines the role of multilateral banking in the financial development of this region, and the significant impact it has had in providing support for public and private investment projects in the region, through the use of contra-cyclical financing. The paper posits the view that multilateral banks will assume a leading role in improving access to private and public international resources.
