The energy markets in the Latin American region are characterised by marked differences in the natural energy resources available in each country, the volume of production and consumption, the nature of the economy determining how energy is used, and the level of import dependency or self-sufficiency. The European Union has been running energy co-operation programmes with the region, in order to promote european investment whilst ensuring environmental and social equity issues are not overlooked. This report reviews the development of EU policy involvement in Latin American energy markets and assesses the relevance and impact of co-operation programmes. It considers the barriers to further co-operation and the innovative responses required if an effective action plan is to be implemented by the European Parliament.
