The armed forces and security agencies often employed common criminals to carry out the ugliest tasks of the Dirty War. Eventually the line between anti-subversive and just plain criminal activities became blurred, as kidnapping, confiscation, extortion, and murder were used against enemies of the State. Kidnapping rings are still active in the post-Proceso period, and are still protected, to some extent, by the police and intelligence agencies –Handbook of Latin American Studies, v. 57.
