In his opening statement to the fortieth session of the Executive Committee, the High Commissioner recalled that his Office had been called upon to provide emergency, life-sustaining assistance to some 700,000 new refugees in the last twelve months and made an urgent appeal to traditional donor countries and other States for funding. The Committee reached several conclusions concerning the problem of refugees or asylum seekers who move in an irregular manner from a country in which they have already found protection. The High Commissioner submitted a Report on Refugee Children which updated a Note submitted to the thirty-eighth session. The first part of the Report focuses directly on the situation of refugee children and the second part gives an overview of the steps UNHCR has taken and is taking to respond to the special needs of refugee children. A Report on Refugee Women describing the efforts taken by UNHCR to integrate womens concerns into its activities and projects was also discussed. The Committee expressed its deep satisfaction for the successful accomplishment of the International Conference on Central American Refugees (CIREFCA) and the International Conference on Indo-Chinese Refugees. The Committee considered a report on Refugee Aid and Development and requested the High Commissioner to continue his catalytic role in this area. The Report of the Sub-Committee on Administrative and Financial Matters noted that the overall staffing levels would not be reduced to 1 January 1986 levels by the end of the first quarter of 1990. The High Commissioner announced several changes to strengthen his Office and provide a more permanent support structure. The Executive Committee considered a Report on the Implementation by UNHCR of the Oslo Declaration and Plan of Action of the Plight of Refugees, Returnees and Displaced Persons in Southern Africa (SARRED).
