Cooperation And Development: The Emergence Of Decentralized International Cooperation At International Organisations. A Case Study

This research pretends to analyze the reasons why the European Union starts to use international cooperation for development in a decentralized manner. Why and how this tendency of decentralizing aid occurs? Consequently, I rise if this modality answers to a specific strategy, and, on a case study basis, in which sense this reflects the agenda raised by the regional block. Also, an historical analysis of how the change from centralised to decentralized cooperation will be done. Contemporary to analyze if, in this case and across its projects, the EU reflects the debate that it led her to decentralized. Likewise to observe if the Decentralized International Cooperation answers to failings of the traditional cooperation or it is a matter of a change in the cooperation methodology, there will be analysed the changes in both the orientation and methodology in cooperation projects, from three levels of development: the European Union, the URB-AL project, and their implementation.
